I guess they don't realize a successful large-scale chemical attack would only hand the initiative right back to Bush.

Much as I hate to say this, it's almost a good thing these people are so single-mindedly murderous. From a strategic perspective, I think they could be much more formidable and dangerous if they weren't. As paradoxical as that may sound...
