I suspect this is just a Bush Administration ploy to make Chalabi popular in Iraq, so we can manipulate him into power for the handover. Pretty coincidental Bush has been holding top level meetings this past week, and all of a sudden the man that they paid to justify attacking Iraq, no longer can be trused.
