i don't know... and i live here in albuquerque, 20 miles
from rio rancho. it's the first i've heard of this story.

rio rancho was developed by east coasters and marketed to
easterners as a place for people in the witness protection
program to retire to. ;-)

there's no rio and there's no ranchos there.
