UBL is not a guy who is the head of a Govt. He is an underground character. Besides, he is a idealogue, not a thug or a villian. A thug or a villain always thinks of survival. And hence Saddam would do anything to remain in power. he would also know who the powers are who want him in power and hence would not cross the line. UBL would fight till death in support of his ideology. Hence, IMO UBl needs to be finished. He does not contribute to "the balance of power" equation.
