The historical tradition is that the winners of a war are off the hook and the losers are tried for war crimes. That's how the civilized world handles it. That's something a large number of civilized countries try to change with the creation of the ICC. One can ask what happened to all the ethnic Germans post WWII? The cooperation between the ethnic Germans and the invading Wehrmacht/Protectorate provoked ethnic clensing after WWII. The "Sudetendeutsche-Frage" is the most well known example. Only long time, moderation and acceptance of guilt on both sides can heal those wounds.
