That's not quite the case.
A startup can still target a select segment of the semi market (maybe even using a foundry), like Sandisk with flash memory. There are some possibilities with potential high-volume specialties, such as the new multi-grey-level image detection devices. There are any number of applications for devices like this. I could see a product family that would allow interchangeable detection chips (like changing the lens in a SLR camera) for "upgrading" spacial resolution, or IR sensitivity (for night-vision). That would mean use in scientific and medical systems, cell-phones, cameras, video devices; just like the ubiquitous flash memory card.

The Chinese foundry providers are very likely to be the last group of startup IC producers to enter the industry.

I had always assumed we would have fabs in outer space someday. <g> [a bit of Friday afternoon humor]
