Because there are too many darned conspiracy theories in the Muslim world involving Israel and the Jews, and there's no way the Muslim world would be on board with any effort involving Israel.

Of course, now that we've sorta screwed Iraq up, we don't have the Muslim world on our side (not that we should count on their support anyway).
