Why a doctor's opinion? It seems like you're asking for a comparison of adult mortality rates in an out of prison?

Only 37 deaths? We had over 40k prisoners in Iraq and unknown thousands elsewhere.

It would be pretty difficult to figure out a mortality rate when at least some of the adult population is of "unknown thousands".

Does not excuse the terrible treatment of some,but may indicate that it was mostly the bad apples and lack of direction causing the problems.
