Bush leaned on it: he called them evil which they are and evil is what they do. The problem here as with the Vietnam fiasco, is leadership undertaking a war and only being part time visible leaders. A war leader has to talk about it, lots. Specifically, he has to talk about the enemies' aims and our aims. Bush doesn't have to be as articulate as Blair, he has to stay on message: "These people want to kill us, and our children and destroy our way of life. They say so. They promised 9/11 was just the start. Iraq is at the heart of the place their message of hate is coming from and we're going to change it. We will take democracy to Iraq and the other countries there. It will take years and be costly. If we don't do it, then, sooner or later, they are gong to float a nuke up the Hudson. We've had quite a lot of success [examples] and some failures [examples] but so far our successes outweigh the failures and if we continue energetic and flexible...." Hometown papers, TV and radio will give him good coverage, so he has to get out in the country to do it. Because the Europeans, who are the natural allies, are in a funk right now he has to stay on message even more and speak much more and give more interviews. Same with his cabinet members. There is nothing more coveted by any media in the world than an interview with the President of the US followed very closely by Powell and Rumsfeld. And yes, they definitely should exploit the 9/11 footage. God knows, the enemy does. The world wide media is a problem right now but that's just one of those things. They are a problem partly because the US government hasn't been in their faces enough. Reagan is the model to follow.
