It was mentioned by Senator Inhofe, most notoriously, and in testimony by the MPs in the Taguba report.

If the prisoners were in cellblocks 1a or 1b, they had intelligence value. MI controlled those blocks. Karpinsky said she wasn't even allowed in those blocks. The Red Cross reported that the abuse they allegedly witnessed only occured to prisoners that were considered intelligence targets and insurgents.

You didn't look carefully enough, apparently.
