Funding for new programs and timing will have to wait until Kerry sees how big a deficit Bush leaves him. There is no way to be fiscally responsible and accurate until we know the full extent of the damage. So far, every projection Bushies have made has been inaccurate and the reality has been far worse. Kerry is not going to fall into the trap where Bushies can say "ah ha, if you do that and cut deficits in half in four years you'll have to raise more taxes!". That is the trick Jeb Bush used to beat McBride. Kerry woin't fall for it. He's too smart and honest.

Kerry's priorities are keeping taxes where they are (except for the rich) and cutting the deficit in half within four years. Kerry's approach is much more honest than Bush's who promises you tax cuts, cutting deficits and big spending all at the same time, which is practially impossible.
