If that's true, then America's control over key events in Iraq (now the central theater in the War on Terror) is in serious doubt. And if not - if Bremer or Washington did approve the raid - then why?


I don't understand that comment. Chalabi had been outed and defunded before the raid.

If GWB and Bremer were actually micro-managing to the degree that writer demanded, they would be criticized for micro-managing.
