1. Yes, it is possible for Egypt to fufill its treaty obligations. None of the Arab governments have any problem limiting their support for the Palestinians to lip service when it suits their needs. A more interesting question is, has Egypt really permitted itself to lose control of the area or are they just pretending?

2. Israel can certainly make forceful efforts to control the border. Of course it will be pilloried, it is pilloried no matter what it does to defend itself. Israels best defense is to go in and out of Rafah continually, so its incursions become old news.
