I think the problems with my proposal can be solved in the details.

The blue helmets ran from an approaching war. I would expect them to do so again if there was an active war. What the U.N. can do it keep hotheads separated. During the cooling down time their biggest danger will be to the U.N. personel.

As to people who refuse to leave. They will become citizens of the place where they live. After some scrapes there will be emmigration of those who can't accept it.

Visitation rights are likely to have to wait for better relations. Both peoples have gone without visitation rights for hundreds of years at a stretch, they will survive doing it again.
