You're quite wrong. Saddam could only take Saudi Arabia, and live to tell the tale, if he didn't use nukes. If Kim Jong Il invaded South Korea, do you think we'd sit back and watch? Of course not. What North Korea's nukes ensure is that we won't invade North Korea, not that we wouldn't fight for South Korea. Kim Jong Il is not about to take the chance. Neither would Saddam.
