I think it's fair to say that Al Qaeda doesn't like Ba'athism, and did not want Saddam to rule, so it was dangerous for Saddam to let them operate in Iraq, but he kept them at arm's length. I have not heard whether the Iraqi intelligence agents who worked with Ansar al-Islam were known to them, but I expect that they were, and that this was the only way Saddam would let them operate. If I were as cautious as Saddam, that's what I would have done.
