Kerry was refering to any use of firearms in free fire zones without knowing if the target was a true enemy or not. By his definition (and remember he was a bit of a testy, immature kid back then) half of modern warfare is atrocities. There is only one instance I know of where Kerry's boat killed some innocent people. Kerry was furious about it and reprimanded the gunner.

Bottomline, if the rightwing wants to use this 33 year old quote as a "Kerry atrocity" then they'd have to accept that Iraq and Afghanistan are one big atrocity. Very seldom these days do we know if the targets we are firing on really are enemy combatants.
