I think you are confused between democracy and economic equality. Everybody in India is eligible to vote and participate. In fact certain % of constitutenceis (MP seats) are allocated for only SC/ST (Scheduled Caste and Scheduled Tribes) candidates. But that does not mean they will be better off economically.

Caste system is deeply rooted in culture and economic structure and cannot be easily cured. You also need to add the religion to the mix. It is not a communist system where government bans religion and other expressions. But progress is happening at a faster rate due to education and government efforts. For example, both the Indian President Dr. Abdul Kalam (Muslim, lower caste) and the newly sworn in Prime Minister (Sikh, low caste farmer) are from a minority community/religion.

Exactly, with the exclusion of 16%, I don't see how people can call it a "democracy"? And even China with the "dictiorship" <g> has no such a group.

And Cultural thing is the MOST difficult thing to change without a radical revolution, not that I mean there should be any.
