Because it isn't a 'prediction' (as in: Gee, I predict that THIS will be my view), it's a PROMISE.

That's why they call them CAMPAIGN PROMISES. Promises candidates make while they are campaigning for office.

When they BREAK THEIR PROMISES (especially when they do it as quickly as Bush did, just a few months later, as soon as they assume the office, and when conditions haven't changed), then it's fair to say that they lied to the public.
