So why were guns being shot off, hours after the ceremony?

I think this is explained by the fact that the planes started buzzing the party about 9:00 pm but didn't bomb until 2:30 am.

Any firing was likely to be at 9:00pm

This discrepency would easily be cleared up by releasing the gun camera footage. They always release the footage when it shows the story they want to tell.
