No, not at all. But we will do what we have to. For example, we will certainly respect mosques - but not if they are used as arms depots and firing positions. Cordons, etc. have never been perfect measures but they have some effectiveness. The fence around Gaza, for example, has certainly prevented suicide bombers from entering Israel.

The alternative is to let the terrorists win. Are you proposing the counsel of despair, that terrorists always win so we might as well let them?

Checkpoints, cordons, and border fences have never been very effective counterinsurgency measures in the past.
