A better title would be zero-sum knowledge countries.

zero-sum refers to zero-sum games, with winners and losers, with the total gain for all participants equal to zero.

A zero sum knowledge regime tries to keep information as a privilege. If I know something, why should I tell you ?

example -
Keeping spread of SARS in (Toronto hospitals, Southern China) a secret.
Keeping CIA terrorist list from FBI and Immigration.
Egyptian priests keeping calendar secret.
Chernobyl- Operators did not know reactor was unstable at low power....really.

The opposite is spreading information to get network effects and benefit the whole society (nation or world)
