Nope. The culture of the people does not lend themselves to openess. Embraer and Petrobras. Embraer is a creature of the military technocrats. Went belly up and was privatized and have equity taken by several companies (avionics, engines like Honeywell and Thales and Dassault) to whom the survival of Embraer could guarantee business. Petrobras -locally know as Petrossaurus- is the archetypal state-owned enterprise. It does deep water drilling technology but at which costs it has been acquired! The company has been sabotaging Brazil's economy for 4 decades.
