The work ethic in the US is not as strong as it once was. In fact, the US is slipping in most of these criteria, which in believe was an intended sub-text of Peters' article.

In terms of how societies treat accused criminals, we should give points to Japan for the intentional existance of near make work jobs (service station attendent, elevator girls, etc.) which help young people avoid a criminal lifestyle. Also for having a professional criminal class....

Switzerland has been known to furlough accused wife-murders until trail, while anyone accused of bank fraud is held incommunicado.

One of the better improvements in California (but not perfect) has been the three strikes law. This has seriously cut crime by keeping habitual criminals in jail.
