Under the new system every 18-26 year old male and female in the country would have to serve some term of service. That's like it is in Israel. Almost 100% of the population between 18-26 have to serve. Now the US is adopting the Israeli model of compulsary service. Under the old lottery (Vietnam era) you registered and were assigned a number. By lottery the draft board picked number ranges. If your number was picked you were called up. If it wasn't you were not drafted. When Uncle Sam needed more bodies they'd draw more number ranges by lottery. You may not be drafted under the old lottery system.
