Did the IISS give a source for their 18,000 terrorist number to authenticate their claim?

Given the impetus behind Islamism, it's only natural that at this stage the political and social situation in Iraq would produce more radicals.

Assuming that the situation in Iraq improves soon, will be the test of the policy which lead to the war. If the United States successfully hands over Iraq to the Iraqi people, and if the condition of the Iraqi people improves, will that remove that impetus for radicalism?

Also -- how much of the radicalism is due to harsher tactics by the Sharon government, e.g., killing Hamas leaders?
