it is not military policy. however, in the case kerry who is a public figure has a terrible rumor floating around that he executed a vc as he cowered while hiding. if in fact this is true, then he should have been courts-martialed. politics sometimes gets involved in the awards process. it would be very easy to quiet these rumors by providing the supporting documents which could prove the rumors false. however, it appears kerry is balking at releasing the supporting documents which leads one to suspect that the rumors might be true. i hope the rumors are false and by providing the supporting documents for kerry's Silver Star could rid us of this rumor once and for all.
