The last I read - Sanchez is (or was) up for his fourth star.

The other point I didn't mention is that they change these Generals out every year anyway. Too many Generals, too few plum jobs. Too bad, because it takes about a year just to learn the job.

Upgrading the slot to four star means a much larger staff comes in to support the transition.

It may have significant other meaning as well...We will have to wait and see what develops.
