You, me and the other taxpayers. Totally unnecessary expense. Well, then so were the toilets in the Pentagon a few years back.

Tear down Abu Ghraib and replace with a garden park would be my suggestion. Arabs love gardens. Everybody loves gardens, but Arabs have an especial love of gardens and create especially beautiful ones. Other suggestions, a library, or institute of learning, or hospital.
