Hawk, it seems that the USA held him not until they were reasonably sure that he didn't represent a threat or was involved in some illicit activity, but until it was found out where he was by his family and the NZ government got on the case.

3 months imprisonment seems a long time to figure out that he was not doing anything wrong. I doubt that he is the only person wrongly held prisoner.

Casual imprisonment is not the way to win hearts and minds. The USA seems to have belatedly figured that out and has released lots of prisoners. Now the infamous prison has been shut too.
