They want to do this to send the message that Dumbya will eventually do it but is deferring it for political purposes.

Also, volunteers tend to be from poor families. Rangel's idea is that if there is a draft now, it will turn more of the hypocritical SUV-riding cushy middle-classes against the war. There is nothing better to turn one against this war than the realization that one's 18 year-old son is being sent to fight it.

probably because it was this administration's decision to go into Iraq that has resulted in the apparent shortage of troops that we now face.
