How the doling out cash in Iraq works

The cash is handed over to the strong man, religious or militarily speaking, he buys Mercedes-Benz 500, pays bodyguards and half a dozen wives and keep his cohorts quiet.

Once in a while he stirs a little of trouble to get extra cash which is doled out to buy social peace.

In retribution, a guy or group goes astray he is called in to 'discipline' the guy and ruthlessly deal with him.

At the start it is paid by the Americans but as the oil money starts flowing in it is paid by the government.
