I am totally convinced that we have a very real situation to deal with.

If you think it is serious, what mechanism would lead to 4 million deaths?
The last biological attack, the anthrax attack, led to fewer than 20 deaths.
The last nerve agent attack, the Tokyo Sarin attack resulted in less than 30 deaths.
The trade center less than 3000. Doesn't 4 million seem like an exageration?
