Torture is not reliable because it often results in the prisoner steeling himself, then deliberately supplying a wrong story laced with enough truths to make it seem fully truthful. The initial story has to be checked out; while this takes place, the prisoner has time to think of a reason why the first story is not right. He then supplies a plausible second story which also needs to be considered. The torture cycle is inefficient and gives those whom the prisoner is protecting time to make themselves scarce In any event, this is what the CIA says. It is one of the stated reasons why it refrains from torturing prisoners. It is also the reason why IMO Saddam used torture on prisoners' children and relatives, cautioning the prisoners that any lies would result in their death. This is probably the only scenario in which torture is effective. All all these people stupid sadists? Probably.

If it's so useless, why is it so widely used, in one form or another? It’s useless for obtaining reliable information. Many dictators find it useful in other ways: once people know that arrest on suspicion of anti-government activities will lead to a spell in the chamber of nasties, they are inclined to stay well away from anti-government activities. I would say that much of Saddam’s torturing probably fell into this category. All all these people stupid sadists? If you mean the people actually doing the torturing, I would say yes.
