Check if there is any option in BIOS or anywhere connected to power management where you can set what the computer does when it loses power. I've seen a setting on one computer where I could set it so that if it lost power it would stay off when the power came back up, or turn back on when the power came back up, or leave it in its previous state (if it was off it will stay off, if it was on it will boot back up).
