I think the War on Drugs is ultimately designed as a method of social control. What better way is there to abitrarily round up the undesirables in society than to pass draconian drug laws and lock em all up? Certainly, if they wanted to solve the drug crime problem, legalization would be a far more cost effective option. Drug crime is caused by the fact that drugs are so expensive to buy. You don't see people mugging people to buy a pack of cigarettes, at least not usually.
