I think Al Quaida likes to keep previous failed targets at the top of their hit list. WTC is a good example with their failed attempt in 1993. Al Quaida had a failur with the fourth aircraft. That target..either the White House or the US Capitol, I believe are still at the top of their Target List. LAX Airport is also at the top given the failure of the Milennium Plot bomb.
