McCain has opposed Bush in recent years and has worked much more often with democrat moderates like Kerry and Biden. McCain helped stop the Bush energy bill(which he called a porkfest), ANWAR drilling and sought compromises on the tax cuts, He also pushed Bush into campaign finance reform and Bush stopped McCain-Kerry on CAFE fuel efficiency standards.

The current neocon leadership see McCain as a traitor to the party. He wants to topple them from power. He can either do this with Kerry or without him, but either way a Kerry victory is needed to elevate McCain. His public claim that he backs Bush is well-known as insincere.
