You remind me of a company I once worked for.
They would reward departments which met their goals with an increase in budget,
and penalize those that didn't by decreasing the budget.

It became pretty obvious that the departments which didn't meet their goals had severe shortages in resources.
They never did reach the goals!

The company didn't last.

No, I'm tired of paying more and getting less. Time to cut taxes and have someone other than a government agency audit government agencies.
