And $2bn per year is a small fraction of New Zealand's budget. Is it really so little? I'll have to check. Obviously, for that amount of money, they aren't going to achieve a lot. Though I hasten to add, it doesn't necessarily take much money at all to achieve a lot if the right things are done. "More money" is all too often the governmental call. What's really needed, more than more money, is a very cheap re-constitution conference and agreement, which would cost nothing much at all, as most of it could be done via cyberspace. Leadership doesn't take much money. All it takes is character. Mqurice
