KLP, I think "useless" is an exaggeration. And $2bn per year is a small fraction of New Zealand's budget. Is it really so little? I'll have to check.

Obviously, for that amount of money, they aren't going to achieve a lot. Though I hasten to add, it doesn't necessarily take much money at all to achieve a lot if the right things are done. "More money" is all too often the governmental call.

What's really needed, more than more money, is a very cheap re-constitution conference and agreement, which would cost nothing much at all, as most of it could be done via cyberspace. Leadership doesn't take much money. All it takes is character.
