That's an interesting observation. When I trade options I find that most orders get routed to exchanges other than the CBOE.

FWIW my P/C numbers come from data gathered by all exchanges. I only use the equity P/C ratio and the numbers are still pretty high recently, but your point is valid as they didn't get as extreme a couple of weeks back as was being reported in the media and around these parts.
