Well, no, Congress is stalling because lobbyists are paying them to stall. Whatever common sense you afford them has nothing to do with it.

I don't think there would have been any delay in options expensing if BS was not the ONLY method the options expensers put forth. Even people like me are fine with options expensing but not BS. The jwcook site has countless examples of the overstatement of the value of options using BS, and even those examples of way off options calculations don't factor in the other huge problem with expense at grant- business cycle fluctuations which usually include more employees at the top of a cycle than a trough.

BS will never go through and this debate will never end I suspect.
