If you are magnitudes greater and with a significant underclass, one that is in many sectors culturally challenged, and yet you still manage to provide services to your citizens even without giving them free cheeses, bon bons and health insurance, I'd say you were quite superior to someone who has the "most intelligent, highest educated" citizenry but whose uninsured rate is "SOARING" and who still manages to literally cheat its poorest citizens and minorities out of fair trials. I'd say Texas is far superior to Washington State. Its women are also prettier, they shave their legs and armpits. They smell better too.
