Noel, maybe Official Development Assistance [ODA] as a % of GNP is lower for the USA, but that's not the whole picture.

I class the Hubble Telescope as ODA. How about the CIA fact book? Then there is the space shuttle, plus tons of stuff the USA does which is of benefit to the rest of us. Particle accelerators to understand high energy physics. Lots of university research. Then there are things like CDMA cyberphones, now on sale in India and China, invented by USA people. It's not charity, but it's of huge benefit to people to be able to communicate and use cyberspace.
