I think Kerry peaked in 1971 during his Congressional
testimony. At the time he was bristling with ambition
and promise.

Between 1971 and 2003, he's done nothing but lay the
groundwork for his presidential run, which is his
life's ambition. His career as a Senator is about
as un-distinguished as can be. What little leadership
he ever showed came about only after much finger waving
into the wind to check the right direction..........

And he's good at finger waving.
Sometimes even uses the wrong finger for polite company.
