Congress has stalled the visa cap increase successfully now for a while and I can assure you these CEOs are whining about those almost as much as options. I think it is possible to get stock option expensing through congress at this point. Something doesn't sit right with Black Scholes. Congress doesn't want to shut down ebay jnpr or rhat, thats what people underestimate here who are in favor of options expensing. You need a proposal that won't kill those guys and BS is not the answer.
