This is the data from the spreadsheet I have been looking at. Fab capacity in weekly wafer starts has been pretty flat and utilization has moved up recently. I don't see any relationship between semi equip capital spending and capacity. The data starts close to the bubble top and once demand fell off, it is possible old capacity was removed as new was added.

It seems less likely that old capacity is being removed now since utilization is so high. The next few quarters should start showing the relationship between the new equipment being added and capacity. Also, the next few quarters should strengthen our knowledge of the current relationship between revenue and wafer starts.
