I was thinking about the excess profits tax, if your remember that far back.

The NG article makes the obvious point that the ME is the premier source for easily accessible oil. Saudi Arabia, for example, may have giant fields that haven't been discovered yet--it has so much known oil that it doesn't bother with any systematic exploration for new sources.

Unfortunately, SA is where the political risk is highest.

Nonetheless, I think you are probably right. Big money will be made in technologies that pump out oil from old wells--stripper wells, I think they're called--shale, and maybe coal. The majors will never suffer, they have the expertise to take the stuff out of the ground and market it, which none of the ME countries seem to have.
