No, autos must become high efficiency machines first, either hybrids or newer technologies like hydrogen. Then certain problems with hydrogen fuel creation and infrastructure need to be solved. That's where good old fashioned American ingenuity comes in. Remember, during WWII we all pitched in and made sure we conserved. No Republicans should be against conservation and fuel efficiency. If they are, they're just lackeys of the pollution lobby. No excuse for it at all.
