I can't answer that, since it never happened I doubt anybody can and that includes Gore himself. I sincerely believe there would have been a good chance that 9-11 would not have happened because I think Gore would have listened to all of the warnings and would have at least instructed the CIA and FBI directors to get out there and "shake the trees" as they say. If the people up the chain of command had known there were two known terrorists taking flying lessons under their real names i'm sure something would have been done. This should have been the key to preventing the attack. Junior either didn't care enough or wasn't smart enough to even give the orders for this. He was too busy finding people who would give him any sort of reasons to attack Iraq, no matter how misleading the reasons might be.
